Leadership
Darren Foster serves as the President of the DMV Boat Owners Association, where he plays a key leadership role in representing and supporting the interests of boat owners across the District of Columbia, Maryland, and Virginia. His responsibilities include leading meetings, coordinating events, advocating for members’ interests with local authorities, managing operations and finances for both the DMV Boat Owners Association and the DMV Boat Owners Club, and fostering a strong sense of community among members.
In addition to his work with DMVBOA, Darren also serves as President of the Occoquan River Maritime Association and sits on the Board of Directors for the Holly Acres Yacht Club, among other maritime organizations. His extensive involvement across the region reflects his deep commitment to boating advocacy, community engagement, and the growth of maritime recreation.
Darren is actively involved in strategic planning and shaping the future direction of each organization he serves, ensuring that the region’s boating community continues to thrive.

Lloyd plays an essential role in overseeing the day-to-day operations of the association, ensuring that all activities run smoothly and efficiently. He works closely with the President, Secretary, Treasurer, and DMV Boat Owners Association leadership to advance the organization’s goals, contributing his expertise to strategic planning and implementation efforts.
As Co-Chair of the Association’s Board of Directors, Lloyd collaborates on key governance and policy decisions, helping to shape the direction and long-term impact of the organization.
In addition to his leadership within the association, Lloyd is the Founder and President of Richard Productions, which proudly provides the organization with custom apparel and promotional gear—including t-shirts, hats, and banners—at a discounted rate.

Gigi McRae serves as the DMV Boat Owners Association Maryland Commander, where she plays a vital role in strengthening connections within the boating community across Washington, D.C., Maryland, and Virginia. Gigi is dedicated to promoting inclusiveness and encouraging active participation in club activities, helping to create a welcoming and engaging environment where boaters can network, share experiences, and celebrate their shared passion for life on the water.

Paul Pearson is a seasoned cybersecurity specialist, entrepreneur, and U.S. Air Force veteran with more than 20 years of experience in information technology. With deep expertise in digital forensics, business development, and technology strategy, Paul brings a results-driven approach to every project he undertakes.
As the founder of Running Name LLC and Eduruna, he provides comprehensive support to businesses and nonprofits, specializing in online security, web design, and digital marketing. A passionate advocate for community engagement and innovation, Paul is dedicated to leveraging technology to improve efficiency, security, and connectivity across various industries—particularly within the maritime and boating communities.
Through his leadership and expertise, Paul and his team deliver essential IT services to the organization, ensuring its digital infrastructure remains secure, modern, and effective.
Rachelle is a passionate and knowledgeable advocate dedicated to strengthening the boating community across Washington, D.C., Maryland, and Virginia. She serves as a vital liaison between boat owners and the association, coordinating outreach through educational seminars, local events, and social media engagement.
In her role, Rachelle champions safe boating practices, environmental stewardship, and member enrichment, all while fostering a strong sense of fellowship and inclusivity among boating enthusiasts. Her combination of expertise, enthusiasm, and leadership helps ensure that boating remains a safe, enjoyable, and accessible experience for all members.
Rachelle also serves as the First Mate to the Organization’s President, supporting leadership initiatives and contributing to the strategic direction and success of the association.
